Early in Goodwin Brothers' second generation, the young brothers decided to expand into the construction of water projects. With sweeping amendments to the Clean Water Act in 1972 the brothers saw an opportunity to expand the business that their father founded. The third generation has further expanded the brothers' vision into larger, more complex projects using different delivery methods. Since the early 1970’s, Goodwin Brothers has focused on the water sector and performed hundreds of millions of dollars in projects. From new greenfield facilities to $100 million plus expansions, Goodwin Brothers has the people, equipment and know-how that only comes with doing this work for over 40 years. The High Service Low Pump Station Project (HSL PS) replaced facilities from the 1930’s and delivers 52 million gallons of drinking water to over 660,000 people daily. Producing quality drinking water that ranks in the top 1% in the nation, this water plant pump station is the final process before water goes to hundreds of thousands of local customers. The new construction included massive sheet pile shoring and deep foundations over 80’ below grade. Work was performed adjacent to critical facilities and pipelines, some have been in service for more than 80 years. Excessive movement of these critical facilities could have resulted in water outage or water quality issues.  

Working within an existing operating plant posed the largest challenge, including schedule constraints, ensuring water quality is maintained and protecting adjacent in-service facilities. An already aggressive schedule was made more difficult by constraints that required much of the critical work being performed during lower water usage periods between late fall and early spring periods. Regarding water quality, our new work tied directly into existing wet wells containing finished drinking water. We had to sequence work, testing & disinfecting so drinking water was not compromised. Through extensive planning we successfully protected adjacent facilities from any damage or contamination.          

Considering this project provides drinking water to over 660,000 people, it impacts the daily lives of nearly 7 out of every 10 people in St. Louis County. Quality water is not only necessary for daily life, but quality water is a vital element that drives the region’s economy.
