This multi-phase project included surcharging of the facility site, new treatment plant and UV disinfection. With the close proximity to the Mississippi River, the surcharge was dredged sand with clay embankments.
This both consolidated the site and raised it above the 500 year flood stage. The new plant includes sequence batch reactors for the main treatment process and ultraviolet for disinfecting the plant effluent. Unique features of construction included very limited access to the site under a railroad trussle that regularly flooded.
