This Consent Decree mandated project is located adjacent to the Missouri River in the Kansas City West Bottom area. The facility is bisected by two city streets, bounded to the north by USACE levee and active rail lines, bounded to the south by Interstate 70, bounded to the east and west by private industry, bounded above by the downtown airport flight paths and bounded below by the entire facility being within the USACE levee zone of influence. Needless to say, this project had major coordination and constructability challenges.
Major construction included a new disinfection basin and building, new final clarifier and splitter structure, new RAS/WAS pump station and extensive work within the existing plant. Work within the existing plant included major upgrades to electrical and control systems, rehabilitation of existing aeration basins and miles of underground piping throughout the compact and aging facility.
